专家简介:

      孙颖,1973年出生,博士,地质勘探专业教授级高级工程师,北京市地质环境监测所(原:北京市水文地质工程地质大队)副总工程师、水资源研究所所长。任北京地质学会理事、水文专业委员会主任委员,清华大学、首都师范大学校外研究生导师。主要从事水文地质研究工作,在水资源评价、水文地质研究、地质环境和地热等领域均有较高造诣。近年来致力于地下水科学传播工作,建立了全国首个科技工作者组成的地下水科普团队,开展地下水科学传播工作,带动了地下水科学的发展,促进了全民地下水科学素质的提升,也为地下水科技工作者服务社会、造福人类探索了一条新的路径,为地下水科学创新发展补齐双翼。

      获得各类科学技术进步奖近40项,其中省部级10项;完成国家专利申请3项,参与软件著作权申报3项,撰写学术论文50余篇; 2010年入选了新世纪百千万人才工程北京市级人选;2016年荣获中国地质学会第二届 “野外青年地质贡献奖----金罗盘奖”;2019年受聘自然资源部自然资源首席科学传播专家。20203月被授予“首都最美志愿者”称号。

报告嘉宾:

张军,经济学家。教育部“长江学者”特聘教授并入选国家“万人计划”。现任复旦大学文科资深教授、经济学院院长、中国经济研究中心主任。他是第八届国务院学位委员会学科评议组成员和理论经济学联席召集人、教育部全国高校经济学教指委副主任、复旦大学学位评定委员会副主任暨社科与管理学部主任。兼任上海经济学会副会长、中国经济社会理事会理事、广东省决策咨询顾问委员会委员、重庆十四五规划专家咨询委员会委员等。曾任上海市委决策咨询委员会委员、民进中央特邀咨询研究员等。
他2015年荣获上海市先进工作者称号。2015年7月受邀出席李克强总理主持的经济形势座谈会。2015年10月与林毅夫、樊纲一起荣获第七届中国经济理论创新奖。2018年获美国比较经济学会(CES)的最佳论文奖Bergson Prize。2020年获得《中国新闻周刊》评选的年度影响力人物——“年度经济学家”称号。

报告摘要

中国的政治经济及其表现一直让西方无法通过其主流的经济学及政治理论得到恰当解释,主要原因是关于经济增长的研究仅聚焦于单一国家的模型,没有注意到作为后来者的国家与先行发展的国家之间的关联。 

与此同时,西方分析家们又习惯于放大国家的榨取角色并视国家为拥有攫取之手的利维坦,忽略了国家在利用全球自由贸易体系中的援助之手的作用。事实上,中国过去40年的经验显示出融入全球自由贸易体系对于发挥有效的国家能力和较高的精英治理品质是多么的重要。

这个分析框架有助于解释,尽管缺乏制度经济学家诺斯所强调的那些制度,中国为什么可以获得快速的经济增长。换句话说,中国的经济成功在很大程度上归因于其非凡的国家能力,这种国家能力有效管理了风险并从前沿国家那里获取了巨大利益。今天太多的经济体不能实现经济发展,皆因为无能和孱弱的国家要么被利益集团绑架,要么被无所不在的腐败所困扰。所以,加强对国家形成的研究会为加深对贫穷国家经济发展的性质和路径的理解提供机会。

Speaker: 

Professor Zhang Jun is an accomplished economist and the Dean of the School of Economics at Fudan University. In January 2018, he was awarded the Bergson Prize by the American Association for Comparative Economic Studies for his paper published in Comparative Economic Studies in 2015. He was awarded the Prize of China Economics Innovation in 2015. He was also one of the three economists selected for face-to-face dialogue with Premier Li Keqiang in Beijing in 2015.
Zhang is the founding Director of the China Center for Economic Studies, a Shanghai-based think tank for the Chinese economy. He is also a former member of the special advisory committee to Shanghai Municipal Government.
Over the past 30 years he has authored or edited numerous books including Economic Transition with Chinese Characteristics: Thirty Years of Reform and Opening Up, Transformation of the Chinese Enterprises, Unfinished Reforms of the Chinese Economy, and End of Hyper Growth In China.
Recent contributions to academic journals include The World Economy, China Economic Review, Economic Systems, Comparative Economic Studies, Journal of Asian Economics, Journal of the Asia Pacific Economy, and the Journal of Chinese Economic and Business Studies.
Topic: State Formation and Economic Development

Abstract: 

The fundamental reason why China’s political economy and its performance is a puzzle that cannot be properly understood through the lens of mainstream economic and political theories, is because all the current studies of economic development of late-comers only focus on a growth model of a single country without attention paid to the nexus with early-comers.

At the same time, Western analysts tend to exaggerate the extractive role of the strong state capacity and see it as a Leviathan with a taking hand, neglecting its flourishing role as the helping hand to take advantage of global free trade system. In fact, China’s experience in the past 40 years demonstrates the extraordinary importance of its willingness and chance to integrate into the global free trade system that gives full play to its advantages of having effective state capacity and higher elite quality.

This framework helps explain sources of China’s fast growth in absence of sound institutions in domestic economy as noted by Institutional Economist Douglas North. In other words, China owes much of its economic success to its intelligent state and robust state capacity being capable of managing the great risk and grabbing the huge benefits from frontier countries. Today, many economies find growth elusive because incompetent and weak states cannot prevent capture from interest groups or suffer from rampant corruption. Therefore, studies of state formation present a better chance to deepen understanding nature and path of economic development in poor countries.
